I am very happy to note that out of the Kshs832 million that the Ministry has decided to give to the rural areas, I think my district of Butere is going to benefit to the tune of about Kshs20 million. For a Government which has come up with the fantastic idea of Vision 2030 to be in a hurry to take us home is incomprehensible. I have had the opportunity of looking at the Vision 2030, and seen that there is an enormous amount of legislative work, or legal framework, which needs to be put in place for it to be put into effect. I do not understand why the Government cannot bring that Bill here for us to pass, so that whoever will be in the next Parliament will have the chance of engaging the Executive in a more constructive way, so that hon.
