  • 3 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I rise to oppose this intended amendment. This would be a very huge disservice to Kenyans. The reason is that most voters tend to register during the registration period which is done for about six months to one year, at their place of work. If we put the voting date in December and they have registered mostly in the major urban centers and they go home for Christmas, then those voters will not be able to vote. Nobody will agree to pay fare to come back to where they ... view
  • 3 Oct 2018 in National Assembly: We also talked about holding the elections in December. The elections and the campaigns tend to intensify approximately two months or so to the elections. If we will change the elections date to the third week of December, as it is being suggested, our students who will be sitting for KCSE and KCPE in October and November will be affected by the campaigns which will be at their climax. This is ill advised amendment to the Constitution. Also, there is no need to rush to amend the Constitution. With those few remarks together with the other issues that have been ... view
  • 22 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the approval of these nominees. I believe one of the responsibilities of IPOA is the improvement of service provision since we moved from a police force to a police service. In order to continue improving the service of our forces, they need to also consider the training that officers get, so that they are able to provide good quality service. view
  • 22 Aug 2018 in National Assembly: As we discuss about IPOA, we cannot refrain ourselves from talking about some of the poor conditions that our police officers live in. It is very sad that in this time, a police constable’s starting salary is Kshs17,900. There is nothing you can do with Kshs17,900 as an employee. It is very sad that a Sergeant earns Kshs28,000. That is very sad. An Inspector of Police earns a paltry Kshs31,000 and yet, he is supposed to command a police post. We must point out that our police officers’ housing conditions are very poor. Most of our officers still live in ... view
  • 27 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. It is totally out of order for somebody to attempt to lie or mislead the House that you are not reducing the tax from 35 per cent to 15 per cent by deleting 35 per cent and inserting 15 per cent. You are reducing the taxation from gamblers and the gaming companies from 35 per cent to 15 per cent. view
  • 27 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairman, protect me for a few minutes. It is wrong for us to allow these foreign companies you are saying are out there to come and mislead our children; to come and make our children nothing but gamblers. Then, we are saying that the Government is supporting them to come and make our children nothing but gamblers; moving them away from education. What they are normally waiting for nowadays is to get Kshs20 or Kshs50 to go and gamble. That is wrong. This is a sin tax. view
  • 27 Jun 2018 in National Assembly: Give me time, Hon. Temporary Deputy Chairman. view
  • 27 Jun 2018 in National Assembly: I understand and I appreciate that, Hon. Temporary Deputy Chairman. So, I stand to oppose. This tax should not be decreased from 35 per cent. It should be increased, if possible, to 40 per cent. Then, the winner, because there is a separation, we should tax not only the winner, but also maintain the tax at 35 per cent or make it 40 per cent. I stand to oppose. Put the Question. view
  • 25 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. The issue of water collection and storage is such an important issue for the country that we should prioritize the implementation of the 2016 Act on water harvesting and storage. Right now as we are having all this rain, we are allowing the water to flow to the Indian Ocean. We have water spilling into the Indian Ocean 24 hours through Athi River. The same thing is also happening through Tana River. Yet come August, we will start having water rationing. In places like Nairobi County as a ... view
  • 21 Feb 2018 in National Assembly: Thank you Hon. Temporary Deputy Speaker. I appreciate you for giving me a chance to contribute to this very important Bill. I appreciate your fairness since I had stepped out at the time you called me. I also appreciate and request that you continue with that spirit. You had indicated that you would pick a Member from the Government side and then come to the Opposition side. view
