31 May 2006 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I beg to second the proposed amendment by Dr. Khalwale. As he has ably demonstrated, even if you are told that an offence of rape or attempted rape has been committed, say, in a coffee plantation or coffee warehouse, how would the manager of such a premise be able to know that such an offence was being committed? There is merit in the proposed amendment. I beg to second.

Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT the Bill be amended by inserting a new Clause 42(A) immediately after Clause 42. It should read as follows:- Any person who makes false allegations against another person to the effect that the person has committed an offence under this Act is guilty of an offence and shall be liable to punishment equal to that for the offence complained of. 31 May 2006 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I beg to move: THAT, the Bill be further amended in the Second Schedule: (b) by deleting Paragraph 7. This paragraph will repeal Section 163(1)(b) of the Evidence Act. This section provides that in criminal trials for sexual offences, the court shall not take into account the past conduct of the complainant or promiscuits. The purpose of my amendment is to ensure that people who are known to be of bad morals do not raise frivolous allegations against others and they do not want their dark past to be known.

3 May 2006 in National Assembly:
Mr. Deputy Speaker, Sir, in response to part "a" of the Question, the Minister says that there is Kiambere Irrigation Project and Kiambere Environmental Conservation Project. He further said that Kiambere Irrigation Project was jointly funded by the Government of Kenya and Saudi Arabia to the tune of Kshs600 million. Coincidentally, I visited this area on Sunday. I would like the Minister to explain what has been funded to the tune of Kshs600 million because all the land in that section he is talking about, lies fallow. There is absolutely no development around there. So, where could have Kshs600 million ...

27 Apr 2006 in National Assembly:
Thank you very much, Mr. Temporary Deputy Speaker, Sir. I want to associate myself with the sentiments that have been expressed by various speakers with regard to the philosophy underlying the presentation of this Bill. Mr. Temporary Deputy Speaker, Sir, I supported the Motion when it was moved. We all know what the Motion called for. However, I feel that the law that is proposed to be enacted through this Bill is strange. I have never myself supported or even shown mercies for rapists. For 798 PARLIAMENTARY DEBATES April 27, 2006 close to 18 years, my record in dealing with ...
