  • 4 Oct 2007 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. As a matter of fact, I was confusing this amendment with the one to the Anti-Corruption and Economic Crimes Act, 2003. We have an amendment to this Act. It is captured on page 637 of the Order Paper. Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the amendments proposed in relation to Section 30 of the Public Officer Ethics Act, 2003, be amended in the proposed Subsection (1) by inserting after the words "in the prescribed manner" the words "if the applicant shows to the satisfaction of the responsible Commission that ... view
  • 2 Oct 2007 in National Assembly: Mr. Speaker, Sir, among other things, the Assistant Minister has said that there were youths wearing Kisii community regalia. Could he clarify whether that community regalia include bows, arrows, swords and metal clubs? In that clarification, could he clarify why an hon. Member of the Cabinet, who was captured on camera inspecting a guard of honour mounted by those youths, has not been arrested and charged for involving himself in war-like activities and/or incitement? view

  • 2 Oct 2007 in National Assembly: Mr. Speaker, Sir, with due respect, the Assistant Minister has not answered by question. He said they are investigating. I said that those activities were captured on camera. What other evidence does he need? We saw those persons on television screens. We know who was involved. We know that police officers were present. We know how the youths were armed. What other evidence does he need? view
  • 13 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the provisions relating to the Anti-Corruption and Economic Crimes Act be amended - (O) By deleting the proposed amendment to the Fourth Schedule. Mr. Temporary Deputy Chairman, Sir, the rationale for that is that the Fourth Schedule would have been an amendment that follows and flows from an amendment that would have introduced in Section 7(A) of the Act as was anticipated and proposed by the Attorney-General on page 1350 of the Bill. That having failed to see the light of day, the Fourth Schedule, therefore, becomes unnecessary and is ... view
  • 13 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to also associate myself with those complimenting hon. Members for passing a very good Bill. Allow me also to urge the Minister for Justice and Constitutional Affairs to embrace the Departmental Committee on Administration of Justice and Legal Affairs as being of value to her Ministry. By the Standing Orders, the Departmental Committee on Administration of Justice and Legal Affairs is, among other things, mandated to exercise an oversight role in matters pertaining to the Constitution, administration of justice, police and prosecution. The Minister should learn to respect and work with the Committee. view
  • 12 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. I second that amendment. In arriving at the proposed amendment, the Committee conducted whole sessions with various auctioneers belonging to different associations. It became apparent that, so as to properly manage and control the practice and discipline of auctioneers, it is necessary that they are brought under one umbrella association. It is for that reason that, that amendment was generated. view
  • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, it is I who will move that amendment. view
