The works were contracted late last year and it is now running to ten months and, yet there is nothing substantial that has taken place on the ground. Kulingana na majibu ya Mkuu wa Sheria, kwa muda wa miaka miwili, ni mawakili 11 tu ambao wametolewa kwa orodha ya mawakili.
