  • 10 Jan 2013 in National Assembly: Mr. Speaker, Sir, I thank you for giving me the opportunity to contribute to the Motion for Adjournment. I want to thank you personally for steering the Tenth Parliament to greater heights. This Parliament has lived to the expectations of Kenyans. It has served the people of Kenya well. The rulings you have given from that Chair are landmark ruling which other Speakers will be using as history in this country. As I end my 15th year term in this House, I want to thank the people of Eldama Ravine for electing me for ten years, and my party for ... view
  • 27 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think you have seen that the trend in this Bill is that we have agreed on many issues. I have consulted the hon. Attorney-General together with the Mover of the Bill, hon. Odhiambo-Mabona, and we have agreed that I withdraw these particular amendments and they be deleted from the amendments, that is both 11A and 11B. However, we are saying that the Committee on regional integration is a very important committee to this House, and we should amend the Standing Orders to provide for it, so that treaties will be scrutinized by Parliament in ... view
  • 15 Aug 2012 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this amendment by the Minister for Agriculture. From the outset I would like to say that I am a farmer, and our economy depends on farming. view
  • 15 Jan 2008 in National Assembly: have cried for always, let us have a secret ballot. A truly secret ballot. Let every Member express his or her desire in the exercise of choosing the Speaker of the House. Then, even God will bless this voting. view
  • 19 Sep 2007 in National Assembly: Mr. Speaker, Sir, I am one of the unlucky people who did not benefit from this recruitment of teachers. We are understaffed and discriminated against. Recruitment should be based on need of the particular area. We cannot recruit from another division when we know that the problem is in Kianjai. view

  • 19 Sep 2007 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister order equitable distribution depending on needs to the individual districts? view

  • 5 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, we do not know who is telling the truth. The money was raised in a Harambee and the hon. Member is aware of the amount. The amount that was deposited was Kshs152,400. If it is true that it was Mr. Biwott who conducted the Harambee, I am sure that amount could only have been his contribution. Could the Assistant Minister confirm how much money was raised for all those youth programmes, before the Kshs152,400 was withdrawn? That could have been the last withdrawal! view
