  • 20 Nov 2013 in Senate: I have my own view about the 8 per cent, but I shall not disclose it. You can imagine what he did when he attended to that entire crowd in Makueni! view
  • 20 Nov 2013 in Senate: So, Mr. Temporary Speaker, Sir, as I wind up, I want to say that it has come to pass – and most of us have seen this in all our discussions – that some of the moves, particularly to get rid of the Transition Authority (TA), et cetera, in this Senate are all aimed at us, Senators; you know, it is a loaded gun. This is because they will soon realize that Senators are playing such a role in this country that it does not matter whether the Senate Majority Leader was elected in Tharaka Nithi; because he has an ... view
  • 12 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, I rise to second this Motion and support my colleague in what he has said. This Motion has come at the right moment. If there was a time the Senate ought to demonstrate that we are in charge of county governments and the assemblies under Article 96, this would be the time because the Governors and their governments would come to the Senate to represent to us, as Senators, the reason as to why we should defend them in so far as the transfer of functions is concerned. Although it appears that this is late, it ... view
  • 6 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, first, I want to thank Sen. Mwakulegwa for giving me this response in advance so that I can read it. I have gone through it and part of it, concerns the Senator for Kiambu who is not here. The portion that concerns Makueni County is part (b). One of the concerns that we had was that the project had taken too long. Under part (d), there is an extension given of 68.3 weeks to this contractor. He has constructed 24.6 kilometres for seven years which translates to four kilometres per year. Although there appears to be ... view
  • 5 Nov 2013 in Senate: Mr. Speaker, Sir, first, I would like to thank the Standing Committee on Agriculture, Land and Natural Resources because they provided to me this Statement in advance so that I was able to interrogate it. It concerns me that the last paragraph of the statement, the Cabinet Secretary in charge of environment admits that there is logging going on in three forests in Makueni without the National Environment Authority’s authorization. In the Statement, the Minister does not state whether this is legal or illegal and why they have not taken any action. Secondly, I bothered to check with the forest ... view
  • 5 Nov 2013 in Senate: On a point of order, Mr. Speaker, Sir. This is on a different issue. The Statement that Sen. Khaniri read had a second portion which is on a question that I had asked. I believe that he has skipped it. Maybe you could give directions on the Statement, because he has already tabled it. view
  • 5 Nov 2013 in Senate: Mr. Speaker, Sir, the answer has not been read and it is in the Statement that I have. He has skipped it. view
  • 5 Nov 2013 in Senate: How much time and they have not told us they are not ready? view
  • 30 Oct 2013 in Senate: Mr. Speaker, Sir, I rise to seek a Statement from the Chairman of the Standing Committee on Agriculture, Land and Natural Resources concerning the Konza City boundary. In the Statement, the Chairperson should confirm the following: (a) Confirm that the boundaries of the 47 counties were demarcated in accordance with the Districts and Provinces Act, Cap.105A of the Laws of Kenya. (b) Confirm whether Konza City is located in Makueni County; (c) Explain the legal basis upon which the director of survey has placed the Konza City boundaries within Machakos County; and, (d) State whether any measures have been taken ... view
  • 30 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir, for your intervention. We were just seeking a Statement so that we can have proper clarification in terms of the issues that I have raised in my Statement. view
