  • 25 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to add my voice to the Kenya Roads (Amendment) Bill. The proposed Bill increases the term of office from three years to five years, which is renewable once. This period will allow the Director-General to effectively complete their strategic plans and projects. The Kenya Roads Act qualifications for the Director-General are being changed to allow more professionalism in that position. This is discriminatory given we have so many graduates in the managerial sectors who can fill the position of Director-General. Instead of the requirement of having many years work experience, we have effectively included the young people who are performers by lowering the work experience requirement from 15 to 10 years. This will promote fair competition in the public sector. I do support. Thank you. view

The Bill defines a community as people who live in the same geographical area or who are regarded as a unit because they share common interests. It goes on to define community groups as self-organised voluntary associations of individuals from the same community. The Bill will also make it possible to register social groups, resident associations, tribal groupings, family groups and shared interest groups. Groups are examples of organisations that may be eligible for registration under this law. Previously, such groups could only be registered as societies or public benefit organisations. The registration process is lengthy and includes background checks by investigators and other regulators.
