  • 26 Nov 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The Minister has said that he holds meetings with the Police Department once every two weeks. Would I be in order to request him to give us a Press briefing every time they hold such a meeting to give us the status of our roads? view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the pollution of this river affects many Kenyans downstream. While I appreciate the answer that the Assistant Minister has given, his answer is contradictory. He has said that he is not aware of any pollution as of now, but he goes further and says that most of the culprits have been apprehended. That means that they polluted the river. So, which answer do we take? Is it the position that there is no sewege being disposed of into the river? Is that the position of the Ministry? view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I think the trend the Ministry is taking in this country is very dangerous; it always happens that when many lives are lost in these arid zones, which are conflict spots, the Ministry wants to take vengeance and harass innocent Kenyans. If I can add to what Mr. Kapondi has said, there was a peace accord and we know what brought the flare-up this year was a very trivial matter, namely allocation. A borehole was sunk where each constituency was claiming; Mandera East said that the borehole belonged to them and Mandera West said that it ... view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, my clarification is, why did the Ministry take so long before telling the residents of Mandera East and Mandera West where the borehole belonged. Just that simple question about the problem! view
  • 4 Nov 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. We are running into an unnecessary roundabout here. view
  • 4 Nov 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think we have a contention about the number of the organisations listed in the Fourth Schedule. It is just prudent that we dispense one issue at a time. Rather than arguing about the amendment of the Fourth Schedule and the number of representatives, will I be in order to propose that we put out the number 30 and say: "A Reference Group that shall be listed in the Fourth Schedule" and then we allow hon. Members to amend or retain the Fourth Schedule, in that order? view
  • 29 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I first begin by commending and thanking the Mover of this Motion, Dr Eseli. This Motion should have been passed yesterday. I would like to urge hon. Members not to make this Motion a forum where everyone starts lobbying for a region. We have seen what devolved funds can do through the CDF kitty. It is only reasonable that there is reasoning all round the funds that are set aside, just like the CDF, for specific regions. The issue of population differences or variables has been brought to light. It has been an ... view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would seek your indulgence that this Question is cross- cutting. The first part of this Question is about agriculture. Part "b" of the Question is about making this nation food-secure as well as about ASAL regions. As we all understand, after the formation of the Grand Coalition Government, the Ministry of Northern Kenya and Other Arid Lands was formed. Even when the former Minister for Finance presented his Budget to this House, he indicated that this Ministry will have resources that are allocated in other Ministries. He said that this Ministry will be overseeing funds that ... view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would wish that this Question be deferred and have it answered by the Prime Minister. view
  • 3 Jul 2008 in National Assembly: It is a supplementary question, Mr. Deputy Speaker, Sir. Could the Assistant Minister confirm to this House whether it would be in order for us, hon. Members, to, if Del Monte, in the records, only owns 3,940 hectares, go and subdivide the rest of the land to landless Kenyans? view
