  • 22 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, even with all options available the freedom of expression is also enshrined in the same Constitution that we passed. view
  • 22 Aug 2012 in National Assembly: That is why I have expressed my reservations. Mr. Temporary Deputy Speaker, Sir, we went round the whole country telling Kenyans that this was a very good Constitution. Therefore, it is important that even as we discuss this Bill, the form and spirit of the Constitution that we passed must remain. My reservations are based first on the supremacy of the Constitution under Section 2, because we might pass, or enact, something here that will fall flat when it goes for interpretation on supremacy of the Constitution under Section 2. Mr. Temporary Deputy Speaker, Sir, also under Section 10 on ... view
  • 22 Aug 2012 in National Assembly: Yes, Article 79; we should have a complete Bill, and which does not contradict certain sections of Chapter Six. Mr. Temporary Deputy Speaker, Sir, we have now moved to a situation where the threshold, or the bar, has been set very high. We have reached a point where it is okay to ask Kenyans to get a certificate of good conduct. It is okay to ask Kenyans to get clearance from the Kenya Revenue Authority (KRA). It is okay to ask for quite a number of compliances. We must show that leadership from a top down, and not from a ... view
  • 15 Aug 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I had actually put in on at the time you gave it to Esther, but is it in order for the hon. C. Kilonzo to mislead the House with words like “sympathizers” when he knows some of us are independent presidential candidates who have not sided with any other political party? Is it in order for him to mislead the House? view
  • 15 Aug 2012 in National Assembly: Mr. Speaker, Sir, many people have indicated where they will be in the next election. They have not moved. It is very well known; in fact, there is a case which is being--- view
  • 15 Aug 2012 in National Assembly: Mr. Speaker, Sir, I am in PNU, but I am not sympathizer. view
  • 14 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, although you had called the lady before me, but I stand to support this Bill. view
  • 14 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to support the Minister. One of the things that we need as a country is to ensure that this Constitution is fully implemented. This Bill goes a long way to ensure that in the teaching sector, the constitution is implemented as we passed it in 2010. Mr. Temporary Deputy Speaker, Sir, it is very serious that we must take it upon ourselves to ensure this Constitution is fully implemented, so that we do not appear to have taken Kenyans for a ride. view
  • 7 Aug 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The role of the Commission is to advocate for mainstreaming of poverty concerns in national development, develop poverty eradication strategies and advise the Government on policies and initiatives, conduct research on key poverty issues as well as pilot innovative ideas for poverty eradication and to disseminate the results. The Commission is still important given that the poverty agenda is still one of the top development concerns in the country. The Government has continued to expend resources to address poverty alleviation initiatives. Its financial viabilities is, however, doubtful due to budgetary constraints. (b) ... view
  • 7 Aug 2012 in National Assembly: Mr. Speaker, Sir, as I have said, the amount of money allocated is Kshs15 million. The Member has said there the Commission has had expensive overseas visits and expensive vehicles. As a matter of fact, the Commission has no vehicles. It is looking for vehicles. It has actually used the recurrent budget of Kshs15 million in organizing induction seminars at the county level. view
