But, cattle rustling is where you have about 20 people going to raid thousands of animals; 20, 50 or more animals. Theft happens everywhere. Members of Parliament have worked hard to bring down cases of cattle rustling through committees which have been formed. But, we still have a long way to go.   • 16 Nov 2016 in National Assembly: university, college and county creates an innovation centre for all the youth, even those who have not gone to school. I want to cite an example. In my own community, we used to fight with our neighbours, but we are not fighting now. The young men wanted to get a weapon to fight their enemies and so, they assembled their own gun and they were able to use it to fight. I am a Member of the Departmental Committee on Agriculture, Livestock and Cooperatives, but there is a problem with the Committee. What Hon. Ottichilo is doing is right. This Bill is long overdue. This sector has been neglected for a long time. We have concentrated on primary and secondary education. There should be uniformity in training, so that we have a uniform system. When children are in Class One, you will definitely know the one who has gone to nursery school and the one who has not.
