  • 30 Mar 2016 in National Assembly: In some counties there are people who are about 60 years old but they do not have identity cards. This is because they have to walk for about 200 kilometres to the registration centres. That is why the Motion by Hon. Wamalwa essentially called for decentralization of the process of registration of persons and establishment of mobile registration centres so that people can be accessed. Some areas do not have sufficient transport facilities that people can use to get to the registration centres. With those few remarks, I beg to support. view

  • 1 Apr 2015 in National Assembly: used to pay teachers. Every term, there is teacher‟s strike because they are demanding an increase in payments. They need hardship allowance and other allowances. The Government cannot afford to pay the teachers while there is a lot of money that is lost in terms of corruption in this country. If that money was to be used in a proper way, we could recruit more policemen to fight insecurity in this country. It has been mentioned in this Speech that there is expansion through the annuity programme, or model, but I am not seeing anything happening in some areas even in the old roads like Kitale-Lodwar Road. After listening to the Chairperson and the response she has given to this Statement request, I wish to seek a clarification on criterion No.4 which talks about the availability of funding for this particular programme. I wish to be told what the Government is doing to ensure that areas that are prone to drought are catered for in this programme. Speaker, I want to take this opportunity to thank and appreciate the Chairman for presenting this report in this House although it has taken more than six months since it was asked. Some of the responses have been overtaken by events, but I want to seek a few clarifications from him. Response to part “(c)” talks about how long the distribution will take. It is indicated in the report that the distribution for Turkana County was done in January and March 2014. The response says that two more months were required.
