  • 7 Oct 2008 in National Assembly: I want to also speak about the issue of teachers. I feel that we really must hold teachers accountable in one way or another. We cannot sweep it under the rag that teachers cannot sign performance contracts because of one reason or another. I do appreciate the hardships that teachers go through, especially on issues of remuneration and, probably, job satisfaction. But it is important because our children are the future of this country. Teachers should be held accountable for teaching and providing quality education. Therefore, if performance contracts would bring contention, the Ministry must come up with another way. ... view

  • 7 Aug 2008 in National Assembly: I would like to comment on some of the issues that Members are raising such us CDF and having time to go to the constituencies. I am sure there are many Members who have been visiting their constituencies. They have not been waiting for an adjournment to do that. Mr. Deputy August 7, 2008 PARLIAMENTARY DEBATES 2451 Speaker, Sir, I also believe that management is not only by being there, it is also by delegating. We have issues of national importance in this Parliament that have kept the country on its toes, waiting to see what this Parliament is going ... view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, that is not my intention. I am pleading with this House to allow credibility to be seen from the part of the Departmental Committee on Finance, Planning and Trade and this House which gave it that work so that we can execute the mandate that the people of Kenya have given us. With those few remarks, I beg to oppose. view
  • 6 Aug 2008 in National Assembly: Madam Temporary Deputy Speaker, I will be very brief because I stand to support, and many of the comments that I would have made have already been made by my colleagues. I would like to raise the issue of political goodwill that my colleague has just spoken about. This House has no excuse to delay this process. We have no excuse because we are in a Grand Coalition Government. It would be very unfortunate if political intrigues would come into the path of the constitution making process. I would like this House to be put on notice that Kenyans are ... view
  • 5 Aug 2008 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Industrialization the following Question by Private Notice. (a) Could the Minister confirm whether there is any alcohol content in Alvaro, a drink sold as a non-alcoholic drink by East African Breweries Limited? (b) Could the Minister table evidence from the Kenya Bureau of Standards (KEBS) on the contents of the drink? (c) Could the Minister stop the sale of this drink pending the establishment of its actual contents? Mr. Deputy Speaker, Sir, I would like to table the results that I was asked to lay on the Table by the ... view
  • 5 Aug 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Very many doubts are being cast on my integrity. I really want to say that my conscience is so clear. I have no apologies to make for bringing this Question to the House. I want to thank the Minister because he has clarified two issues. Mr. Deputy Speaker, Sir, first, he has clarified that there is possibility that when exposed this drink can ferment. Secondly, he has also clarified that our tests in school laboratories - which is what our children are being told how to test for alcohol - could ... view

  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I thank the Minister for his 2178 PARLIAMENTARY DEBATES July 30, 2008 answer, could he confirm whether there is a standard used by the KEBS in terms of alcohol content that they use to classify a drink as alcoholic or non-alcoholic? I ask this question because some laboratories of reputable schools in this country have tested this drink and have found traces of alcohol. So, is there a level that the KEBS uses to classify whether a drink is alcoholic or non- alcoholic? view
  • 30 Jul 2008 in National Assembly: On a point or order, Mr. Temporary Deputy Speaker, Sir. Is it in order for hon. Members in this House to think that some of us are not honourable, when this Question was brought to me by schools which have tested that drink in their labs? Mr. Temporary Deputy Speaker, Sir, I am ready to name the schools. Before I brought this Question, I asked the brewers this very question before I thought it was necessary to bring it to this House. That is because I did not get the right answer! That is why the laws are made in ... view
