We are talking of doctors for the aged. How many doctors for the old do we have in this country? How many nurses for the aged do we have? Do we have physiotherapists to take care of these people? I think when it comes to the issues of whether this Motion also affects counties, as a general surgeon and a former medical superintendent of a hospital, I think I am an authority to tell you whether district hospitals, which we intend to become country referral hospitals, are able to perform this duty. As it stands now, they are not under the counties because the Motion to devolve health is not yet on the Floor of the House. That is because health is an issue that transcends both the national and county level. We cannot exclude ourselves and say that we are at the national level, when the people we serve are within those counties and within our constituencies. Thank you. view

I rise to support the Motion on the appointments and say that these appointments, to me, meet the constitutional requirements because when I looked at the curriculum vitaes during the interviews of various nominees, including Phyllis Kandie, I find that they are qualified. When I also looked at the interview of Mr. Macharia, as a doctor, I was very proud of this fellow because I saw in him a person who will be able to deliver the good services in as far as the Ministry of Health is concerned. When I looked at it, I was one of the people who were thinking that we need to protect the House so that in future we are not held accountable in terms of a bill that we may need to vary at a later date. When I looked at the preparations for the allocations to the commissions, I realized that those allocations have gone high. At the end of the day, what CRA has recommended is not being implemented. So, I wonder whether we are paying them just to do the job, but we are unable to implement. I want to thank the Procedure and House Rules Committee for the good work it has done. However, I want to point out a few issues. On the first paragraph of the proposed amendments to the Standing Orders, they are saying that, at least, each Member sits in, at least, two Committees; that is a Departmental Committee and the Public Accounts Committee or the Public Investments Committee.
