  • 21 Nov 2018 in National Assembly: This Bill will ensure that Kenya moves forward together with both men and women. Equality is a principle that is addressed throughout our Constitution. When it is acknowledged that there are loopholes in equality in whatever sector or segment of our country or lives, the Constitution comes with affirmative action. In mind, I have the equalisation fund. It truly recognised that not all parts of Kenya have developed to the same level. The Constitution then comes with an affirmative action to ensure that even those regions that have not developed as well as the others are pulled up so that ... view

  • 2 Aug 2018 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity. First and foremost, I would like to declare that, indeed, I am a Member of that committee whose Report is being discussed. I would like to say that the committee is fully aware of its mandate. Regardless of what evidence the committee gets, it has no powers to carry further investigative actions. So, in line with its mandate, having listened to the evidence before it, having heard the oral evidence before it and read the written evidence before it, the committee has recommended and with your permission, I beg to read ... view
  • 2 Aug 2018 in National Assembly: “The Committee has recommended that the Ethics and Anti-Corruption Commission (EACC) should investigate the immediate former Kenya Forest Service (KFS) Board Chairperson for possible…” I stress the word ‘possible’ because we do not know whether the person in question has committed any crime or has any wrongdoing and that is why we are saying for possible conflict of interest and abuse of office contrary to Section 101 of the Penal Code and Public Officer Ethics Act 2003. The word ‘I’ should also be stressed to show that nobody has taken any position. ‘If found culpable, he should be barred from ... view

  • 21 Jun 2018 in National Assembly: under duress with people trying to plead with her to actually go against the law and pass the Regulations. I would like to commend them because Parliament is a House that is supposed to be the custodian of the laws since we make the laws. Under no circumstance should Parliament actually be seen to go against the very laws that it makes. I just like to say that we seem to misunderstand the role of oversight as given in the Constitution. The role of oversight is not to individual Members of Parliament. That is a collective role that should be ... view
  • 19 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Like Hon. Millie Odhiambo, I have waited the whole afternoon to get this chance. It is a very emotional topic for me because I am a product of the sugar industry. I was born, bred and schooled through sugar production, when it was still successful in western Kenya. What annoys me this afternoon is the fact that we seem to be deviating from what we are supposed to be discussing. We are not discussing licensing of sugar importers. Instead, we are discussing contraband sugar which is laced with mercury ... view
  • 19 Jun 2018 in National Assembly: It is the responsibility of the Government to protect its citizens. Once there is that suspicion that some sugar is laced with mercury, the Government must seem to act. The only action we need from the Government is to withdraw the sugar from the market and have it destroyed, regardless of how much money somebody must have put in importing that sugar because those are cartels. I would also like to say that the Government is in denial. You cannot selectively deal with corruption. You cannot tell us that the Government does not know the importers of this contraband sugar. ... view

  • 18 Apr 2018 in National Assembly: When Hon. Martha speaks to this Motion, she is actually speaking to every part of this country. Most of Kenya is rural and has challenges with its infrastructure. As a result, travel or transport costs are high. We know from documented records that more than 50 per cent of people in this country live below the poverty line. In other words, most of those people cannot afford to put a meal on their tables, and we expect them to spend money to travel far and wide in search of birth certificates. It is mandatory for every school-going child to have ... view
  • 29 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity and for agreeing to add two Members to your list. I am one of them. I have stood up to support this Bill. One point I would like to stress on is that social media is good and it is progressing but if misused it can actually cause a lot of conflict. I say this because of a lot of fake news and fake information that comes through our Facebook or social media in general. Sometimes you read things and you actually believe them. It can cause a lot ... view
