  • 8 May 2013 in National Assembly: The reason I am raising this issue is that looking at the Bill before us, the Treasury is making submissions explaining why it does not necessarily follow the recommendations of CRA. It is, therefore, necessary that we make sure that this law is complied with by both the CRA and the National Assembly. I need directions. view
  • 2 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I rise to support this Motion. By experience is that the common man, who is supposed to make contributions, especially after the scheme was opened to individual members, once he defaults, instead of paying this 500 per cent, he would rather stay without insurance and let the cover lapse. Once the policy lapses, they apply afresh. That is exactly what happens. As the previous Member has stated, a good number of the officers of the Fund will negotiate with a defaulter and will attempt to backdate the date of the payment and in the process ... view
  • 2 May 2013 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to mislead this House that it is only employers who remit this money to the fund whereas individual members, including very poor people, are part of view
  • 24 Apr 2013 in National Assembly: Thank you, hon. Deputy Speaker. My names are Samuel Gichigi from Kipipiri Constituency. • 17 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. My names are Samuel Gichigi, Member of Parliament for Kipipiri. I rise to support this Motion on two grounds. One is that we are introducing time limitations in debate. These are decisions that we are making; once we move on and find that probably we need to change one thing or the other, we can always come back to the House and do that. view

  • 17 Apr 2013 in National Assembly: Secondly, the world out there and our voters will rate us by the number of Motions we discuss and dispose of and not the number of people who talk during a particular Motion. So, I would suggest to the House Business Committee (HBC) to consider increasing our business depending on the type of Motions that will be brought to Parliament, so that we cover as much as possible rather than other hon. Members keeping on talking and talking and giving the public material that is not necessarily of quality. view
