A lot of discussions have revolved around suggestions that need to be made to amend the Standing Orders. The Constitution - as my learned friend, hon. T. J. Kajwang, has clearly stated - but unfortunately he never quoted the relevant provision of the Constitution - Article 3(1) of the Constitution states very clearly that: “Every person has an obligation to respect, uphold and defend this Constitution.” view

Speaker, Sir, Article 124(1) of the Constitution states very clearly that: “Each House of Parliament may establish committees, and shall make Standing Orders for the orderly conduct of its proceedings, including the proceedings of its committees.” This august House has made rules pursuant to Article 124(1) of this Constitution. As a matter of practical way of moving forward, the Jubilee Coalition has provided its list. We do not know what he is holding.
