  • 15 Oct 2008 in National Assembly: asked the Minister for Energy:- (a) what he is doing to put to use the four generators purchased by the Lamu East Constituency Development Fund (CDF) in an electrification project, but which are now lying idle without even being tested; and, (b) what other measures he is taking to provide electricity to Lamu East Constituency under the Rural Electrification Programme (REP). view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, while I appreciate the answers given by the Assistant Minister, the survey was done after the generators were bought. It was, subsequently, realised that the project was not viable, because it is very expensive to run four generators in different villages. What I wonder is why the Government would spend Kshs36 million to do wiring when they had not even done the research to see whether the project was viable. The project was not even approved by the REP. Why would the Government spend that sum of money? view

  • 15 Oct 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The capacities of the generators are not viable for a 24-hour electricity generation. What we need is one big generator to cater for the whole of Pate Island in Lamu East Constituency. So, could the Assistant Minister confirm whether we will be covered by the REP in Lamu East Constituency, and when? view
  • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, now that the Assistant Minister has thrown the blame to the Constituencies Development Fund Committees (CDFCs), could he comment on the standards of the work done on the wiring that cost Kshs35 million? It has been done very poorly such that the poles are in the middle of the narrow roads in the villages which cause accidents. The wires are under coconut trees and near makuti roofs in the villages. Every season these roofs have to be thatched. I wonder what will happen to the wires. They are actually touching the makuti roofs. Could he tell ... view
  • 6 Aug 2008 in National Assembly: asked the Minister for Fisheries Development:- (a) whether he could give the numbers, names and registered owners of licensed fishing trawlers operating on Kenyan territorial waters in the Indian Ocean; (b) whether he could state how much he charges for the licences and indicate how much he has collected as such fees in the last five years; and, (c) whether he could further indicate the net catch in weight by the trawlers in the last one year and clarify whether the trawlers pay any cess to the local authorities. (d) what measures the Government has put in place to control ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, as it is now, there are seven vessels fishing in the Ungwana Bay, from Kipini to Malindi. Four vessels are in shallow waters, while three vessels are in deep sea waters. Could the Minister tell us whether the Fisheries Act has been amended to allow trawling within the first five nautical-mile stretch of our Indian Ocean waters? • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, is it in order for the Minister to say that he has the fishermens' interests at heart when the local fishermen are suffering due to the damage caused by the trawlers? Mr. Deputy Speaker, Sir, I have evidence and photographs which show that the environment is being destroyed because they come and interfere with the beaches and the environment. The trawlers catch turtles where the local fishermen are told not to fish. They are given the restrictions on the size of the nets. Mr. Deputy Speaker, Sir, I wonder why the Government is arresting local fisherman ... view

  • 22 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. First of all, I would like to support the Motion on the Ministry of Lands. I want to take this opportunity to thank and congratulate the Minister for his appointment to the position, which is very challenging. It is our belief that he is going to articulate land issues, which have been very thorny for a very long time in this country. First of all, Mr. Deputy Speaker, Sir, I would like to emphasize on the land policy. As it is, the Government, or rather, the Ministry has spent ... view
  • 19 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to make a few remarks on this year's Budget. I would like to take this opportunity to congratulate the Minister for Finance for his very mwananchi -friendly Budget. I would like to comment on one or two things. First, I will start with water and irrigation. There is an allocation of Kshs1 billion for the development of multi-purpose water dams. That money has also been reimbursed to the Mzima Springs which directs water from Sabaki to Mombasa City. It is very unfortunate that the people who are next to that ... view
