  • 28 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, last week, Mr. Khamisi inquired about the construction of Mariakani-Kilifi Road. He was right to have stated that the tender had been cancelled. The position is as follows: The tender for the construction of the above road was advertised in 2006/2007 Financial Year. The evaluation of tenders was completed in 2006/2007 Financial Year. However, the project could not be awarded because we had come to the closure of the financial year.   • 28 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, with all due respect to the hon. Member, I do not think he listened to my Statement. He is assuming that the tender is not going ahead. I said that the tender was advertised in the last financial year. However, we could not award it because it was the close of the financial year. What came out recently in advertising would be tantamount to re-advertising. So, we had to cancel this re- advertisement and continue with the earlier one.   • 28 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, the reply to the question being raised depends entirely on the consultant and the contractor. Once the two agree and the contract is signed, the construction begins. It is not for the Minister to set the date. There must be negotiations and an agreement between the consultants of our Ministry and the contractor. The commencement date will then be issued by the Accounting Officer. view
  • 23 Aug 2007 in National Assembly: Mr. Speaker, Sir, I can give a comprehensive reply next week.But to soften the feelings of the hon. Member, he should know that the withdrawal was for technical reasons. The way that particular advertisement went out, it could create problems between the Ministry and the contractors when they are quoting.   • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, Mr. Maore is a Member of a Committee which deals with roads. So, he understands what I am talking about. He must also appreciate that we are talking about a historical problem. This is not a recent matter. Today, any contract that is advertised, the consultant, our own engineers and the environmental advisors are consulted and we agree on how to advertise.   • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, I will not indulge in the issue of compensation because this is a contractor's fault. It is difficult to trace those contractors. Some of them have gone out of the country. Some were actually expatriate contractors. So, it is not possible to trace them. If anybody wants to go to court and seek compensation, litigation can go on, but for me, as a Minister, I cannot guarantee the issue of compensation. view

But the truth of the matter is that when he left--- I also was a Minister there! It is me who was processing some of these things! They have not been completed by my successor! Therefore, let us not take credit individually. We should take credit in the name of the Government. That is what is happening. It is the present Government which is doing it.   • 14 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let us be honest to ourselves. In the hon. Member's own constituency, we now have permanent classrooms and several children have been admitted to those schools, because of the Sondu Miriu Project. So many people of Nyakach, who voted for him, are now employed because of that project. So, how can he deny the fact that Nyakach is benefiting from the project? Let us face the realities. view
