  • 26 Jun 2014 in National Assembly: As per their recommendation, I would say that it is really sad that we did not manage to plan properly the devolvement of health facilities. When you go to the ground, you really see the desperation of the citizens in trying to access health facilities, leave alone getting quality services. This has arisen from the haphazard transfer of functions from the national Government to the county governments.   • 24 Jun 2014 in National Assembly: Hon. Speaker, thank you for affording me this opportunity to support the Supplementary Estimates II of 2013/2014. As my colleagues have said, I am a Member of the Budget and Appropriations Committee. I support this Supplementary Budget but also feel that there should be some discipline at the National Treasury and the entire Executive to ensure that the budgets are done realistically, so that we avoid having, in between, to deal with Supplementary Estimates.   • 24 Jun 2014 in National Assembly: I also have to talk a little about the Appropriations-in-Aid (AIA), which in this country are substantial, but are not netted properly by the National Treasury and go to waste. This money should be brought to the system of budgeting, so as to avoid pilferages of sources. I would also wish that judgment debts like the Kshs1.4 billion given for the Anglo Leasing payments should be envisaged and provided for in the budgeting process, so that we avoid the possibility of the country almost coming to a standstill, or losing in the process. From the outset, I wish to congratulate hon. Wanjiku, for being passionate about people with disabilities and delving into the Act, to see how it affects all people with disabilities. I realize that information is power and television stations disseminate a lot of information. It benefits widely the citizenry and people with disabilities form part of our society.   • 18 Jun 2014 in National Assembly: As has been said by my predecessors, it appears that a lot needs to be done in Kenya to ensure that people with disabilities are given facilities to be able to access information and what is necessary. This includes the transport sector. The other day we heard the issue of Bishop Kosgei and a certain company because he was not given facilities to enable him alight from a plane. I consider it an opportunity for this country to be able to source funds to assist in its development. It has been a bit tricky and difficult to enhance development given that sources of funds and the capital markets have not been developed to a level which can allow other sources, especially external, to be incorporated into our financial system. It is true that our country is lagging behind in terms of infrastructure and other development aspects. ... view
