  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The Ministry of Science and Technology has recognized the importance of providing bursary funds for poor students in technical institutions and has forwarded the request to the Ministry of Finance during the preparation of Financial Year 2005/2006 Supplementary Budget and 2006/2007 Budget. Though the Ministry of Finance supports the idea, it was not possible to provide for the bursary in the Budget due to limitations in revenue collection. The Government provides bursary only for secondary and university education. All other post-secondary and tertiary institutions do not benefit from any bursary. However, ... view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, that is a matter which can be considered. But, definitely, deeper and wider consultations are required. view

  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I wish to inform the hon. Member that youth polytechnics fall under the Ministry of State for Youth Affairs. But, as a Ministry, we have continued to empower our polytechnics and other technical training institutes by giving them funds and training materials. We are helping them to get employment in the relevant agencies and Government departments. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, as you are aware, ours is, relatively, a very young Ministry. We are in the process of formulating a policy to convert some of our polytechnics into degree-awarding institutions. We are equipping our polytechnics to compete with the demands of the 21st Century. That way, employment and other industrialisation aspects will be tackled. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is important to mention that the word "marginalised" is a very relative term. But over a period of time, it is one word that has been fairly abused in many ways. I appreciate the concerns of the hon. Member that quite a number of our technical institutions and polytechnics have been neglected over time. It is the realisation of that, that the Government has set up a separate docket of the Ministry of Science and Technology, so that the technical aspect can be deeply entrenched. We are seriously considering reviving all the technical institutions in ... view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I wish to state that our Ministry got Kshs25 million. A sum of Kshs20 million was allocated to national polytechnics and Kshs5 million to Kenya Technical Teachers College (KTTC). We have put a request for Kshs50 million in the next financial year. That amount will be used to award bursaries and pay fees for students in those technical institutions. view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am fully aware of the unfortunate incident and I have personally visited the institution on two occasions to express my sympathy. During those visits, I have encouraged the students and the teaching fraternity to continue with their normal activities as relevant authorities investigate the incident. (b) I am aware that some students will be sitting their exams in July, 2007. The Ministry is in constant consultation with the institute's administration to ensure that the said students are well prepared for the exams. (c) The Institute's management and the teaching staff ... view
  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, as you are aware, this was a very unfortunate incident where the library was burnt down by unknown people. The necessary investigation machinery has been put in place and, as a Ministry, we shall have to rely on that report. We do not have funds at the moment but as soon as the report is ready, we promise to do something. view
