  • 5 Sep 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for the opportunity to contribute to this Motion on Vote 14 for the Ministry of Transport. I will first of all thank the Minister and his team for the excellent work that they have done in addressing problems on many roads which for many years were abandoned. In making my contribution, I almost feel like I am repeating something I have said every year when we come to this Vote. It is partly because I sometimes wonder whether we talk here, but the Ministry does not read the HANSARD and see ... view

  • 5 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, they are connected, and I was about to say that, indeed, almost every time I address myself to these issues, I seem to be addressing several Ministries that are very related. There is the Ministry of Transport, Ministry of Energy, Ministry of Environment and Natural Resources, the Ministry of Agriculture, Ministry of Water and Irrigation and the Ministry of Lands. In fact, much of what I am saying is what I said several weeks ago about the Ministry of Water and Irrigation, because they are connected. Unless these Ministries work together, we will never be ... view

  • 30 Aug 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for the opportunity to support this Bill. I commend the Attorney-General for bringing it before this House. Mr. Temporary Deputy Speaker, Sir, this Bill reminds me of a situation that sometimes only becomes serious when the poor and marginalised people become involved. There has been a lot of corruption in this country. Corruption should be seen as organised crime. This is because it is perpetrated by people who are in positions where they can use their influence to literally rob citizens of their wealth. In the past, we have had people ... view
  • 29 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I want to thank Prof. Ojiambo for bringing this Motion to this House. I think it is very important. Mr. Temporary Deputy Speaker, Sir, I listened very carefully to Mr. Wetangula and his argument. I think it is very important for us to do whatever it takes to exploit the ASAL regions and manage them better than they have been managed, so far. This Motion is seeking leave to guarantee that the channelling of capital to ASAL regions is possible. It is intended ... view
  • 29 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there is no reason why the only answer to water situation in the ASALs is digging boreholes. You never hear of harvesting rain water. If we were harvesting rain water seriously, we would not have the Budalangis of this world, because we would have been able to stop that water upstream, whether it is through dams or making sure that the Cherangany Hills are well forested, so that water stays there and flows slowly and gradually, the way water is supposed to flow from upstream. But we destroy the upstream, the forest do not dam ... view
  • 29 Aug 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for allowing me to make this contribution and strongly commend the Minister and his team for the work that they are doing, especially in the efforts that they are making to rationalise the Ministry and make it more efficient, effective and productive. I have two comments. I would like to, indeed, suggest that one way in which we can cut the budget abroad is by not exporting Kenyans to do jobs that can be done by locals in the countries where we have embassies. For example, there is no need for us ... view
  • 22 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I want to also congratulate and thank Prof. Mango for 3368 PARLIAMENTARY DEBATES August 22, 2007 bringing this very important Motion, which we hope will become law at one time to take care of orphans and vulnerable children. Throughout the world, it is men who are in charge of much of the resources that any country has. Most of the time, children and women depend on the men to make the necessary and right decisions so that women and children can be taken ... view
