  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Is the Minister aware that there is increased insecurity in Emuhaya District that has led to deaths, injuries as well as theft of livestock and other goods at various market centres in the district? (b) When will the Government post an Officer Commanding Police Division (OCPD) to 2012 PARLIAMENTARY DEBATES July 23, 2008 the district, which was created two years ago? • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am surprised that the Minister is not aware of the insecurity in Emuhaya in terms of its intensity. In the last two weeks, we have had many shopping centres attacked. So, I would like to know what the Assistant Minister is doing to ensure that this insecurity, particularly in the shopping centres, is curbed. Secondly, I would like the Assistant Minister to assure me that he will take some measures while we are looking for land to construct offices for the divisional police headquarters. What is he going to do to ensure that we have ... view
  • 23 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the answer the Assistant Minister has given me and I look forward to him taking the action he has promised this House. view
  • 22 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for allowing me to contribute to this Motion. First and foremost, I want to congratulate the Minister and Ministry for the good work that they have embarked on. I want to encourage the Minister to remain bold and continue with the reforms that he has started at the Ministry. We are all happy with what he is doing. Secondly, I want to say that land is the most important resource. I am disappointed that the allocation given to the Ministry of Lands is so little. They cannot do much with it, yet land is ... view
  • 15 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, first, I would like to thank the Ministry for coming up with this allocation. Secondly, I wish to thank the Ministry and the Ministry of Finance for allocating more money for the first time for development, unlike last year when so little money was allocated to it. The youth, as my other colleagues said earlier, are the biggest resource for this country. If we cannot invest in the youth, then we are not doing a lot. So, I would expect, in future, that this Ministry should be allocated a lot of money because the youth constitute ... view
  • 19 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. First and foremost, thank you for giving me this opportunity. I would like to make my maiden speech and then contribute to the Budget Speech. First, let me take this opportunity to thank the Tenth Parliament and, specifically, the Orange Democratic Party (ODM) for electing our Speaker which, to me, is a very, very important thing. The people of Emuhaya are very happy about what happened. On behalf of the people of Emuhaya, I want to congratulate you for the good work that you are doing. Please, continue doing the good work. view
  • 19 Jun 2008 in National Assembly: Secondly, I want to thank the people of Emuhaya for electing me to be their Member of Parliament. That is, indeed, a great honour to me. Thirdly, I want to thank my party, ODM, for sponsoring and supporting me during the campaigns, which made me win the by-election. Mr. Speaker, Sir, Emuhaya Constituency, like many other constituencies in this country, experiences a lot of problems. Those problems have been ably covered in the Budget Speech and I will not endeavour to go into the details. However, the main problem that the people of Emuhaya are facing is poverty. Poverty in ... view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, I would like to continue with my contribution to the Budget Speech. As I was saying, overall, the Budget Speech was well- balanced and well-focused. The Minister has covered many issues which are of importance to this country. Of importance is the issue of roads infrastructure. This country has a problem with the roads infrastructure. What the Minister has done, to provide funding for major highways and roads is commendable. However, there is need to provide more resources to rural access roads. These rural access roads are very important. I would like to highlight the issue of ... view
  • 19 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the other issue that I would like to commend the June 19, 2008 PARLIAMENTARY DEBATES 1295 Minister for, is the issue of trying to promote ICT development in this country for faster growth. This is a very good approach and I believe it is an area that has a lot of potential to create jobs for our youth. We will need to do a lot in ICT. In this regard, it is important that an ICT policy be enacted to direct this sector. I would also like to commend the Minister for bringing forth the ... view
