  • 17 Oct 2007 in National Assembly: asked the Minister for Education whether he could confirm that public secondary schools in the country will not charge school fees and other levies beginning January, 2008. view
  • 17 Oct 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has given a very long and winding answer to, an otherwise, very short Question. I wanted him to state categorically whether our students will pack their boxes and go to Alliance High School or whichever school and not pay a single shilling. Will public secondary education be free from January as we are hearing from various pronouncements from Ministers? view
  • 17 Oct 2007 in National Assembly: Mr. Speaker, Sir, I am seeking this information from the Assistant Minister because a lot of schools are undertaking projects like building laboratories, buying school buses and other facilities. Could he inform this House in precise terms whether students will not be required to pay any fees, that is from Form One to Form Four in form of levy or tuition? Will the Government provide free secondary school education? This is what we are asking in simple language. We want to get it from the horse's mouth today. view
  • 17 Oct 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. Indeed, I have seen enthusiasm in hon. Members who want to contribute to this important Motion so I will take a very short time. First of all, I want to thank the Mover of this Motion for seeking to remind the Government of its duty. This Motion is plain and simple. The House simply urges the Government to urgently sign and ratify all protocols agreed in the past. We all remember that Kenya hosted the Second Summit of the International Conference on the ... view

  • 17 Oct 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me go back to the body of the Motion. Among the programmes that were agreed were economic development. Look at the way we allocate resources in this country. There is mushrooming of slums in this country and this capital City because people are coming from the rural areas chasing the resources in Nairobi. We need to decentralise the allocation of resources so that we can stem the rural-urban migration. I want to thank the Mover of this Motion and I hope this House will pass this Motion as a reminder that this Government should ... view
  • 17 Oct 2007 in National Assembly: Mr. Deputy Speaker, Sir, I also want to congratulate my friend, Eng. Karue. Indeed, the only semblance of development in my constituency is through the CDF. I thank the hon. Member for that. Mr. Deputy Speaker, Sir, for example, the Government made Kshs3 billion from Mumias Sugar Factory, which is in my area. That amount of money went to the Treasury. However, the only money that goes back to Mumias is only Kshs53 million a year. I thank Eng. Karue because I am able to recoup some of the money that comes from my constituency. view

  • 16 Oct 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. I am greatly disadvantaged because I cannot interrogate his answer. view
