    "content": "In the water sector, we have put resources to support this programme so as to cushion on the effects of unemployment during the COVID-19 pandemic where we have seen so many people lose jobs. During deliberations with the departmental committees, it emerged that the issue of pending Bills continues to persist despite the Government’s commitment to clear all pending bills early this year. Indeed, while many of the pending bills have no proposed budgetary provisions, some are being litigated in our courts. It means there is a possibility, if we do not pay particular attention to this matter of pending bills, courts will make pronouncements on this Budget."
