    "content": "We had a 2019/2020 Supplementary II Budget which attempted to address COVID-19- related expenditures. The interventions were not comprehensively addressed. The only reason was that there were no available resources. There was a revenue shortfall as well as little time left before the end of this financial year. We must address the economic, social and health effects of COVID-19.
