    "content": "As I said, we want to give every Member an opportunity to contribute to this Budget. So, today in the morning and afternoon sittings, we will deal with the Budget, so that the Cabinet Secretary (CS) can use the approved Report to prepare his highlights on Thursday. Once that is done, we will start the Committee of Supply next week. Once we finish that, we will deal with the Appropriation Bill and Finance Bill. That will complete the whole cycle of the Budget-making process of Parliament."
