    "content": "This is an important occasion for Parliament for it is the budget-making discretion which is based in the National Assembly. The beauty of a democracy is that the organs of Government are each given a specific jurisdiction. The Executive holds the sword; Parliament holds the purse and the Judiciary holds the gavel or the judicial hammer while independent offices hold the spotlight for the people to see what everyone else is doing. When we do this, we do it on behalf of the people. It is important that each of these organs respects the Constitution.
