"content": "Our pupils are going through many problems in rural areas because of lack of electricity. Children in urban areas can access learning virtually. This cannot happen in rural areas because there is no electricity. In the spirit of equity, we want a situation where children from the rural areas are exposed to learning, given a platform to compete with those in urban areas by ensuring that we allocate enough money for rural electrification. In fact, it is a big problem especially in Nyandarua County where electricity access is less than 35 per cent, and this is something that is worrying. Going forward, maybe, something needs to be done. The other issue that I noted is the fiscal gap that is increasing. We envisage a situation where we are going to have about 7.5 per cent fiscal gap. That is to say that our revenue collection is expected to reduce. We appreciate the fact that there are issues with Covid-19 that has caused our Government not to collect revenue as envisaged. There is the issue of reduction in VAT from 16 to 14 per cent. That is going to cause a shortage in terms of revenue collection. There is a problem that I foresee such that if our Budget is about Kshs1.8 trillion and our collection is about Kshs1.6 trillion, then we will have a gap of about Kshs200 billion which the Government must look for ways to mitigate and ensure that we have that money.
