    "content": " I thank you, Hon. Temporary Deputy Speaker. Hon. Temporary Deputy Speaker, we have a problem. I have been here since morning listening to my colleagues lamenting about what ought to have been there and what the CS - when he addresses this House as a mere formality - should add to the Budget items. There is a good reason as to why the people of Kenya say in Articles 95 and 96 of the Constitution, that the budgeting authority of the nation is in Parliament. I am saying this, pained that this is the eighth year with that constitutional provision, but this Parliament - including the Senate - are not meaningfully engaging in the budgeting process.
