    "content": "Frameworks for responding to disasters in Kenya are fragmented across several laws. This hampers the ability of the Government to respond to disasters more effectively. To address this challenge, the Government will develop a harmonised disaster risk management legal framework to guide the management of disasters in Kenya. To this end, we shall also finalise the Disaster Management Fund regulations to facilitate effective and efficient response to disasters in a more coordinated manner."
