    "content": "Hon. Speaker, allow me to turn to other proposed expenditures that are critical in this Budget. The Government continues to scale up the construction of a robust network of high quality roads, railways, seaports and airports to enable Kenyans enjoy benefits of expanded infrastructure assets and improve our competitiveness. Towards this end, I propose an allocation of Kshs172.4 billion. This is in addition to the allocation that I have already set aside for the Economic Stimulus Programme and the Big Four Agenda, to support construction of roads and bridges as well as their rehabilitation and maintenance."
