    "content": "Our prosperity as a country is to a large extent hinged in our ability to take full advantage of the rapid technological advances. For this reason, the Government continues to invest in this area to boost digital literacy and skills as well as expand digital infrastructure to improve access to affordable broadband connectivity. In this Budget, I have proposed Kshs14.9 billion to fund initiatives in information communication technology sector. Specifically, Kshs700 million for the Government shared services, Kshs800 million for the digital literacy programme and Kshs1.2 billion for rehabilitation of national optic fibre backbone phase II expansion cable."
