    "content": " Thank you, Hon. Deputy Speaker. I thank the Committee Chair for that very elaborate Statement. As a person who comes from a region that has been a recipient of relief food, and looking at the billions of shillings that we allocate to relief food, this House and the Government generally must now start thinking outside the box. I will be suggesting in future, maybe through the Government and through this House, that we turn the relief food into cash transfers. That would be a better way of dealing with the problem. There is pilferage. Let us not run away from the truth. In terms of relief food distribution, there is pilferage. It does not reach the intended people 100 per cent."
