    "content": "Secondly, the Mathare Police Depot land is protected under Section 3 of the Protected Areas Act, Chapter 204 of the Laws of Kenya as read with the Sixth Schedule of the Protected Areas Orders. It is described in Paragraph 3 of the Sixth Schedule as Mathare Police Depot and Provincial Police Training Centre at Mathare in Nairobi Area. The land was gazetted in the Kenya Gazette through the Legal Notice No.56 of 1976 L.N.56/1976 and Legal Notice No.11 of 1991 L.N.11/1991. The land was originally fenced, but as time passed, the fence decayed and some portions vandalised leaving the land open. As the land remained open due to lack of budgetary allocation to mend the fence, this led to encroachment on the property by squatters who over time have constructed both temporary and permanent structures."
