    "content": "Thirdly, a committee calling itself Mathare Settlement Scheme formed in 1997 was found to be involved in the illegal allocation of the police land by issuing certificates to unsuspecting land buyers within Kosovo, Gitathuro and Mathare IV slums. Some 41 owners of the buildings on the land were summoned to appear and present their title documents before the National Land Commission (NLC) on 12th February 2016 and 26th January 2017, but failed to appear.
