On behalf of the Departmental Committee on Defence and Foreign Relations, and I can see two distinguished Members of the Committee are in this Chamber, that is, the Hon. Vice-Chairman and Hon. Mwathi, the Member for Limuru, it is the considered opinion of this Committee that the budget for this Ministry, the whole of Vote 1052, be ring-fenced for the following reasons.
