    "content": " Thank you, Hon. Chairman. I want to state that the issue of health has created lot of confusion because health is a devolved function. The programmes listed under that Vote are things that are not done at the county level. The governors have to put infrastructure in place during this period to help the nation because only a few counties seem to be prepared for disasters. I want to urge governors to play their role in health. Thank you, Hon. Chairman."
