    "content": " Thank you, Chair. As you can see from the budget for Health, we also have conditional grants to the Level 5 hospitals. We are hoping that this money can be put to better use by the counties. What we have realised in the past is that some of the counties just keep that money and start new projects or they use the money for other purposes, making the Level 5 hospitals to be short on cash. I think it is high time that counties were held accountable for that money so that it is properly utilised. Thank you, Hon. Chairman.
