    "content": "Thank you so much, Hon. Chairman. I also want to take this opportunity to thank the Committee on Budget and Appropriations for work well done amid very tough times. I totally agree with this but I also want to bring to the attention of this House that in this financial year, we appropriated Kshs3 billion to the coffee cherry advance revolving fund but not a cent has been spent and now we are heading to the end of the financial year. Therefore, this is a question that we are also throwing to the Ministry, we already have the regulations. So, we want that money to be utilized in the local areas. We want coffee farmers to benefit from the Kshs3 billion. Otherwise, I support."
