    "content": " Hon. Temporary Deputy Chairman, as I share the comments of the Majority Leader, I also like to say that the Controller of Budget is making the work of the counties very difficult. We have to work out a way in which they can access funds on a regular basis. Most of the times, they get most of their allocations towards the end of the financial year. This is an area that we need to address, so that counties can function properly. They have not been able to pay salaries for a long time."
