    "content": "Hon. Temporary Deputy Chairman, I do not think the Chairman has come out quite clearly on these two definitions of “public toll collector” and “private toll collector”. Moreover, as we are aware, there are proposals to toll very many of our roads. If we are not careful with these definitions, we may find private entities that are really not beneficial to the public collecting money from members of the public and not necessarily ploughing back the money to the development of infrastructure. Therefore, the Mover needs to be a bit clearer because he has just read out the amendment as it is on the Order Paper. He has not explained what he wants to achieve with this definition. In legislation, definition is everything."
