    "content": "The amendment is specifically to provide that private toll collectors may only collect from roads that are constructed under the Public Private Partnerships (PPP) arrangements. This will avoid instances where private tax collectors can operate tolls on roads which are constructed using public funds. This is very clear. We wanted to ensure that what was moved by Hon. Pkosing will only apply to PPPs. We know there are two roads which are very key, namely, from the Airport to Westlands and the one from Nairobi to Mau Summit, which are about to be done. It is important that this applies to such kind of roads. Under the PPPs, they are supposed to recoup their investments including their agreed profits."
