    "content": "The reasoning for this is that the Commissioner General has been making adjustments of rates annually without consulting the Cabinet Secretary for the National Treasury, and at the same time without passing through Parliament. So, we want to say that any amendments of rates may be done by the Commissioner General, however, in consultation with the Cabinet Secretary in charge of the National Treasury. It must come to this House for the purpose of approval or disapproval because it is an issue that touches on taxes. That is a very important process for this House to make a decision."
