"content": " It is an interlude. I think he has gotten his applause. The members of the Media Complaints Commission were appointed on 16th September 2016 to serve for a period of three years pursuant to Section 29(4) of the Media Council Act, 2013. The members were eligible for reappointment for a further and final term of three years. As is the practice and procedure during their final year of the first term 2018/2019, the State Corporations Advisory Committee (SCAC) carried out a performance evaluation of the members of the Media Complaints Commission on 7th November 2018. Thereafter, SCAC submitted a report on its finding from the evaluation on 12th July 2019 to the members of the Media Complaints Commission. Upon expiry of the terms of the members of the Commission on 26thSeptember 2019, SCAC submitted a confidential report to the Cabinet Secretary with recommendations on whether or not to reappoint the members of the Media Complaints Commission or to commence fresh recruitment proceedings. Guided by the confidential recommendations received from SCAC, the Cabinet Secretary was to initiate recruitment proceedings for members of the Media Complaints Commission as envisaged under Section 27 of the Media Council Act, 2013. Owing to the cost implications of undertaking the entire recruitment exercise and given that the Ministry of ICT and the Media Council of Kenya had not factored this cost in the annual Budget for the Financial Year 2019/2020, it was found prudent to hold the exercise in abeyance pending allocation of funds from the Supplementary Budget II for the Financial Year 2019/2020 to commence the exercise.
