As I support this amendment, I want to make the following observations: The first one is that zero-rating is important and good but what I think as MPs we need to say is that most of the times when we allow these kinds of changes in taxation, we fail in terms of targeting. We may say we have reduced but the suppliers and sellers of these goods do not transfer that benefit to the common mwananchi . So, my appeal is that even as we pass this, we need to follow-up and monitor to ensure that the common mwananchi who buys the unga benefits from the zero-rating."
