    "content": "As I said in the morning, we want to ensure that we protect the insured person and the underwriter. The problem has been that brokers and agencies have been holding money on behalf of underwriters and not remitting the same. So, upon passage of this section any broker or intermediary who was holding money owed to an underwriter, that money must be remitted since he has already taken the risk."
