    "content": "Mr. Speaker, Sir, in the course of its investigation of this matter, the Special Committee has observed a number of issues, which though outside the specific charges made against the Governor of Kirinyaga County, are germane to the totality of the situation of the Kirinyaga County and merit the attention of the Senate. The Committee observes that the proceedings before it have exposed acrimonious, contemptuous and cold relationship between the County Assembly and the County Governor that threatens to grind the county to a halt."
