    "content": "Hon. Temporary Deputy Speaker, we had initially rejected the Ksh1.5 billion for surveillance. But again, the Government has put a lot of pressure on the Committee, not pressure that we could not resist; but pressure with explanation that they had already committed to make that payment. Of course, the money has already been released from the Consolidated Fund to the Ministry to make payments to the service provider. If that is not done – and I am not an expert on security – I am told, the service provider may switch of the surveillance system and we may be left at the mercy of the thugs."
