    "content": "We have heard from those who have spoken before me on the issue of Article 223 of the Constitution. I agree that we are misusing it. Although the Budget and Appropriations Committee has helped us misuse Article 223 of the Constitution, it has also helped us get where we are. In a big way, it has actually frustrated the implementation of the Constitution because of the way we are handling the budget-making process.
